Victoria Elliott, Commissioner, Independent Broad-based Anti-corruption Commission (IBAC)

Victoria Elliott became Commissioner of the Independent Broad-based Anti-corruption Commission (IBAC) in December 2023. She is an integrity specialist and lawyer with more than 25 years’ experience in the management of legal, investigations, compliance and integrity frameworks. From 2016 to 2023, she was the Deputy Public Interest Monitor, representing the public interest in terrorism and witness protection matters, and applications for specialist covert warrants and orders. Prior to this, she established IBAC’s legal and compliance division.

 John Brumby, Former Victorian premier, A Better Australia co-author

The Hon. John Brumby AO has immense experience in public policy, serving for seven years as a Hawke government backbencher and then as Victoria treasurer (2000-07) and premier (2007-10). Since leaving politics, he has taken on numerous roles in the for-profit and not-for-profit sectors. He was installed as Chancellor of La Trobe University in 2019 and is a Professor (Honorary) in the Faculty of Business and Economics at the University of Melbourne. He is co-author of the soon-to-be-published A Better Australia: Politics, Public Policy and How to Achieve Lasting Reform.

Marlo Baragwanath, Victorian Ombudsman

Marlo Baragwanath is the Victorian Ombudsman. She was appointed to a 10-year term in March 2024.

Prior to her appointment, Marlo was the Chief Executive Officer of the Independent Broad-based Anti-corruption Commission, and before that, the Victorian Government Solicitor. 

Dr Niki Vincent, Commissioner for Gender Equality in the Public Sector 

Dr Niki Vincent commenced as Victoria’s first Public Sector Gender Equality Commissioner in 2020. She oversees the implementation of the Gender Equality Act 2020 and plays a key leadership role in promoting gender equality in the community and workplaces. Niki also serves as a board member of InTouch Multicultural Centre Against Family Violence and the Brave Foundation. She was previously the South Australian Commissioner for Equal Opportunity.

John Bradley, Secretary, Department of Energy, Environment and Climate Action (DEECA) 

John Bradley is the Secretary of the Department of Energy, Environment and Climate Action (DEECA). DEECA's 6500 staff work in the portfolios of Energy and Resources, Environment, Climate Action, State Electricity Commission, Water and Agriculture. He is the President of IPAA Victoria and serves on the Victorian Secretaries Board. John was previously CEO of Energy Networks Australia.

Professor Caron Beaton-Wells, Dean and CEO, Australia and New Zealand School of Government (ANZSOG)

Professor Caron Beaton-Wells is Dean and CEO at the Australia and New Zealand School of Government. She is an honorary Professorial Fellow of the University of Melbourne and a member of Chief Executive Women, which focuses on engaging all levels of business and government to achieve gender balance and equity. Caron has been a lay member of the Australian Competition Tribunal, a member of the Melbourne Law School executive team, and internal Dean at Melbourne Business School. Hallmarks of her leadership have been digital transformation, innovation and cultivating an inclusive culture.

Sven Bluemmel, Commissioner, Victorian Electoral Commission 

Sven Bluemmel was appointed Electoral Commissioner in August 2023. His role is to lead the planning of all state and local government elections in Victoria and the administration of Victoria’s political funding and donation disclosure rules. Mr Bluemmel is also responsible for managing the Victorian Electoral Commission’s engagement with the Parliament’s oversight body, the Electoral Matters Committee. He previously served as the inaugural Victorian Information Commissioner and Western Australian Information Commissioner.

Brigid Monagle, Victorian Public Sector Commissioner

Brigid Monagle is the Victorian Public Sector Commissioner. She is a senior public servant who previously acted as Secretary for the Department of Families, Fairness and Housing (DFFH). Previously, Brigid was the Associate Secretary at DFFH and held several Deputy Secretary roles at DFFH; as well as at the former Department of Health and Human Services; and the Department of Premier and Cabinet (DPC). She holds a Master of Public Policy and a Bachelor of Arts (Hons).


Greg Vines, Chief Executive Officer, Comcare

Greg Vines is Comcare’s Chief Executive Officer. Prior to this Mr Vines was the Deputy Director-General for the International Labour Organization, and Minister (Labour) with the Australian Permanent Mission to the United Nations, Geneva. Greg led the implementation of a reform programme that strengthened ILO governance arrangements.

Michael Wesley, Deputy Vice-Chancellor Global, Culture and Engagement, University of Melbourne

Professor Michael Wesley is an  expert in international affairs as the Deputy Vice-Chancellor Global, Culture and Engagement. Previously, Professor Wesley was Professor of International Affairs and Dean of the College of Asia and the Pacific at the Australian National University and the Director of the Coral Bell School of Asia Pacific Affairs at ANU. 

Paulleen Markwort, Director, Strategic Innovation, Centre for Excellence in Child & Family Welfare

Paulleen Markwort leads innovation projects which profile and privilege the voices of people with lived experience to inform State and Commonwealth Government and community sectors service design and delivery. Paulleen is a Murri woman with connections to the Gulf of Carpentaria through her matriarchs and Wiradjuri through her grandfather. She was previously Director of Aboriginal Strategy and Oversight with the Department Family Fairness.

Mary Wooldridge, CEO, Workplace Gender Equality Agency (WGEA)

Mary Wooldridge is CEO of WGEA with a career in the public, private and not-for-profit sectors. Her previous experience includes a term as Minister for Mental Health, Community Services and Women’s Affairs, and contributing to strategy and policy relating to gender equality, violence against women and their children, the National Disability Insurance Scheme, and more. Prior to being elected to Parliament, Mary was the CEO of The Foundation for Young Australians and senior positions at McKinsey and Company and Consolidated Press holdings.

Dr Todd Fernando, Senior Research Fellow, School of Population and Global Health, The University of Melbourne

Dr Todd Fernando, a Postdoctoral Research Fellow at the University of Melbourne’s School of Population and Global Health, is a descendant of the Kalarie Peoples of the Wiradjuri Nation and identifies as queer with pronouns he/him. Todd holds a PhD in Medical Anthropology from the University of Melbourne, where his research centres on the complex system of race, sexuality, and gender identities within Australian healthcare settings. He is an expert on the panel for the Rapid Review of Prevention Approaches to Domestic, Family, and Sexual Violence, and previous served as the Victorian Commissioner for LGBTQIA+ Communities.

Dr. Matt Beard, Program Director, Cranlana Centre for Ethical Leadership

Dr. Matt Beard is Program Director of the Vincent Fairfax Fellowship at Cranlana and a renowned moral philosopher and ethicist. Combining extensive academic experience with applied work in supporting leaders and organisations to build ethical capability.

Tom Ravlic, Investigative Writer

Tom Ravlic is an investigative journalist, author and academic with more than 23 years’ experience in reporting on and analysing politics and regulatory affairs for local and international media. His work has been published in Retail Banker International, Card International, The Accountant, the Daily Telegraph, the Sunday Mail, Crikey, The Saturday Paper and domestic and international professional journals. Tom is a fellow of the Institute of Public Accountants and FINSIA.

Gisele Kapterian, Senior Director, Public Sector Strategy APAC, Salesforce 

Gisele Kapterian leads Public Sector Strategy across the Asia Pacific Region to assist federal and state governments delivering public services. She leads Salesforce’s global thought leadership research with BCG on the relationship between Trust and Government Service Delivery. She previously served five years as political adviser to three Australian Federal Cabinet Ministers and has a Masters in International Law from Cambridge University. 

Karen Batt, Secretary, Community and Public Sector Union/ SPSF Group Victorian Branch

Karen Batt has held the position of State Secretary of the Community and Public Sector Union (CPSU) Victoria Branch since 1993. In 2012, Karen was also elected CPSU/SPSF Federal Secretary; a position she holds concurrently with the Victorian Branch Secretary’s role. Karen has an extensive background in the trade union movement with current and previous roles. She is currently the Vice President of the Australian Council of Trade Unions and Senior Vice President of the Victorian Trades Hall Council. She also holds post-graduate qualifications in law and industrial relations. As the first female secretary of CPSU in its 130-year history in Victoria, Karen is a strong advocate for gender equality and has led union campaigns to address gender pay issues and discrimination in the workplace.

Clancy Moore, CEO, Transparency International Australia

Clancy Moore is the CEO of Transparency International Australia providing strategic leadership of the organisation that works with business, civil society and government to combat corruption in Australia and around the world. He previously led the Australian arm of the global anti-corruption coalition, Publish What You Pay calling for greater transparency in the mining, oil and gas sectors. He is a board member of the Extractive Industries Transparency Initiative - the global standard for governance for mining, oil and gas sectors – and is a member of the Australian Open Government Partnership.

Dr Marianne Broadbent is a Managing Partner at Future Leadership. She is a Director of The Conversation, a Distinguished Academic Fellow of MBS, and a Fellow of the Australian Institute of Company Directors.  Previously she worked at Gartner as Senior Vice-President for Global Strategy/New Product Development.

Scott Hamilton, Adjunct Associate Professor at Monash University, and Senior Advisor, Smart Energy Council

Scott Hamilton is an author, researcher and policy advisor. He is Adjunct Associate Professor at Monash University and is Senior Advisor to the Smart Energy Council. He was previously the Executive Director of Renewable Energy for the Victorian Government. He is co-author of the soon-to-be-published A Better Australia: Politics, Public Policy and How to Achieve Lasting Reform.
